  - Manufacturer registers w/ IEEE-ISTO for a cerfication account
  - Manufacturer downloads and runs test suites

  - Manufacturer submits test results to PWG webform w/ their account
    - chooses two PWG auditors from list
    - includes any exception requests (e.g., no media tray available)
  - PWG auditors verify test results for model in product family
    - anonymize and discuss exception requests w/ PWG Steering Committee

    - with license form for PWG Logo usage
